If there was a question here, I think I missed it. Matt, I don't think Tom is trying to be anything but helpful, but I think perhaps he did not understand your original question. What is it that you are trying to find out?
Regarding the privacy act you mentioned, I think that concern has been addressed in that people seeking help through the foundation will be doing so voluntarily. As for the foundation not yet being fully set up, I think that Tom is saying (and correct me if I am wrong here, Tom) that they want to be ready to go as soon as all the paperwork etc. is in place so that people in dire need don't have to wait any longer than necessary or jump through any more hoops before getting the treatment they need.
The foundation certainly won't break the law by violating anyone's privacy or by proceeding before legally having the ability to do so. That's probably one of the reasons a lawyer who specializes in this kind of non-profit organization has been involved with the start of the foundation.
Pat would really be able to answer your questions better, but she's not going to be online again until next week at the earliest, I would imagine, as she is still hospitalized following Thursday's surgery.
